logo_occs.jpg According to the 2004 Needs Assessment there are over 34,000 homeless in Orange County on any given night. Twenty four thousand are homeless families with children, with 16,333 of these being homeless children. Those are shocking statistics, but through educating homeless children, we can reduce the possibility that they will end up in the same situation when they become adults.
The McKinney-Vento Homeless Education Assistance Act has been reauthorized and incorporated into No Child Left Behind. The reauthorization ensures educational rights and protections for children and youth experiencing homelessness.
The HOPES Collaborative is a partnership to help remove enrollment barriers, increase school attendance, and ultimately improve the academic success of homeless children and youth under the McKinney-Vento Homeless Assistance Act.
Definition of Homeless The federal government's legal definition of homelessness based on the McKinney-Vento Homeless Education Assistance Act is anyone who...
  • Lacks a regular, fixed and adequate nighttime residence (sub standard housing).
  • Is sharing housing due to economic struggles (double-up).
  • Is living in a shelter, hotel or motel.
  • Is living in a public place not designed for sleeping (cars, parks).
  • Is an unaccompanied youth.
  • Is a child or youth awaiting foster care placement.
  • Is a child or youth abandoned in a hospital.
  • Is a migrant child who qualifies under any of the above.
